So whistleblowing is a term of art that’s used in the employment context when somebody comes forward and speaks out about something of concern to them that may be illegal. It could be a violation of a law or rule or regulation. It could be an abuse of authority by a supervisor. It could be wasteful spending by a supervisor. It also depends on whether or not you’re dealing with a private employer or a public employer. So to be protected as whistleblowing speech or whistleblowing activity, it’s governed by statutes. And
